can you make a 2d artwork look really in 3-d?

born in Chile but has lived in Morocco since the 70's. this inspired his use of color. i had the opportunity to work with "him" or truth be told his work when i was giving tours in the museum of contemporary art in Monterrey Mexico. his work can only really be experience firsthand, specially his fabrics and his wrappings. his ability to use color, light and texture to show something in 3d, made us in the museum to place a yellow tape 1 foot away from his works, as his 2d works come lo 3d easily people got too close to them or wanted to go ahead and touch them. I'm amazes by this technical skills in pastels and in oil. he truly is a mastermind.
